Procedure BS2003 Using University Parking Facilities

Purpose

This procedure establishes operational requirements and guidance for the administration and use of The Pennsylvania State University ("University") parking facilities in accordance with Policy BS03 Parking Rules and Regulations.

Scope

This procedure pertains to all University Parking Facilities and services at University Park and managed by Transportation Services, and is applicable to:

  • Faculty
  • Staff
  • Students
  • Visitors
  • Contractors
  • Service Providers
  • Individuals operating or parking vehicles withing University Parking Facilities

Penn State Commonwealth Campuses, Penn State Health or its subsidiaries, and Pennsylvania College of Technology, each having separate governance structures and policies, are exempt from the requirements of this procedure.

Definitions

All defined terms applicable to this procedure are set forth in Policy BS03 Parking Rules and Regulations. This procedure adopts those definitions by reference and does not restate them.

Procedure

The following sections describe the processes, responsibilities, requirements, and controls necessary to support compliance with Policy BS03 Parking Rules and Regulations.

Authority established in Policy BS03 Parking Rules and Regulations is implemented through all applicable sections of this procedure.

Vehicle Registration and Parking Access

Transportation Services administers parking access, Parking Permits, Parking Authorizations, parking fees, and related parking services and can establish administrative requirements and operational processes necessary to support University operations, safety, accessibility, and mobility needs.

Parking access and Parking Permits are available to:

Parking access, Parking Permits, parking assignments, and Parking Authorizations can vary based on:

  • User classification
  • Campus location
  • Parking demand and capacity
  • Accessibility-related needs
  • Departmental or operational requirements
  • Institutional priorities

Individuals requesting parking access, Parking Permits, or Parking Authorizations are responsible for:

  • Maintaining accurate and current Vehicle Information through the Penn State University Parking Portal
  • Updating vehicle information when changes occur
  • Ensuring vehicles associated with Parking Permits or Parking Authorizations remain properly registered
  • Complying with applicable Transportation Services Parking Regulations, parking guidance, and parking access requirements
  • Returning, deactivating, or otherwise resolving Parking Permits or Parking Authorizations when no longer needed or when required by Transportation Services

Certain parking areas can be designated for:

  • Reserved use
  • Restricted access
  • Service or delivery activities
  • Accessibility accommodations
  • Visitor use
  • Event operations
  • Temporary operations
  • Other specialized purposes established to support operational needs

Access to designated parking areas can require additional registration, authorization, documentation, or approval.

Individuals must park only in areas authorized by their Parking Permit, Parking Authorization, or approved parking access.

Possession of a Parking Permit or Parking Authorization does not guarantee the availability of a parking space within a specific parking area or campus location.

Parking fees can be paid using University-approved payment methods designated by Transportation Services, which can include electronic payment systems, mobile payment applications, credit cards, cash, coins, permits, validations, or other authorized payment methods.

Parking Restrictions and Operations

Individuals using University Parking Facilities are responsible for complying with:

  • Posted signs and parking controls
  • Parking Permit and Parking Authorization requirements
  • Time restrictions
  • Accessibility-related parking requirements
  • Temporary parking restrictions
  • Traffic and safety controls
  • Notifications issued by Transportation Services or other authorized University offices

Individuals remain responsible for Parking Permit obligations until permits are surrendered, terminated, or otherwise deactivated in accordance with Transportation Services requirements.

Transportation Services and other authorized University offices can implement temporary parking restrictions, parking relocations, parking area closures, traffic modifications, or other operational controls to support:

  • Construction activities
  • Maintenance activities
  • Special events
  • Safety and security needs
  • Emergency operations
  • Weather-related operations
  • Other institutional requirements

Individuals are responsible for reviewing applicable parking communications and posted restrictions before parking within University Parking Facilities.

Failure to comply with parking restrictions, posted signage, permit requirements, or authorized parking instructions can result in Sanctions.

Accessibility Parking

Individuals using Accessibility Parking must comply with applicable Accessibility Parking requirements, posted restrictions, and Parking Authorization or credential requirements.

Accessibility Parking access can require a valid government-issued Accessibility Parking credential, University Parking Authorization, or approval through applicable University accommodation processes.

Individuals are responsible for maintaining accurate vehicle registration information associated with Accessibility Parking.

Unauthorized use, misuse, falsification, or improper use of Accessibility Parking, Parking Privileges, credentials, or accommodations can result in Sanctions.

Parking Enforcement, Appeals, and Misuse

Transportation Services and other authorized University offices can take enforcement actions to support compliance with University parking requirements and operational controls.

Enforcement actions can include:

  • Citation issuance
  • Vehicle relocation
  • Vehicle immobilization
  • Towing
  • Restriction or revocation of Parking Privileges
  • Other authorized enforcement actions

Individuals receiving a parking Citation or other enforcement action can be eligible to request review through an independent appeals process established by Transportation Services in accordance with Policy BS03 Parking Rules and Regulations and applicable Transportation Services Parking Regulations.

Appeals can result in a Citation or enforcement action being upheld, modified, reduced, converted to a warning, canceled, or otherwise resolved. Transportation Services is responsible for communicating appeal decisions and implementing any resulting adjustment to the Citation or enforcement action.

Misuse of Parking Permits, Parking Authorizations, Accessibility Parking, Parking Privileges, vehicle registration information, or other parking-related credentials is prohibited.

Parking Permits and Parking Authorizations cannot be transferred, sold, shared, duplicated, altered, or otherwise used by anyone other than the registered permit or authorization holder.

Examples of misuse include:

  • Unauthorized use of Parking Permits or Parking Authorizations
  • Falsification of registration or parking-related information
  • Use of altered, fraudulent, or invalid parking credentials
  • Circumvention of parking controls or operational requirements
  • Other unauthorized parking-related activities

Non-Compliance Reporting

Individuals who become aware of actual or suspected non-compliance with University parking requirements, parking procedures, operational controls, or related parking activities should report concerns through appropriate supervisory, departmental, Transportation Services, or other University reporting channels.

Individuals are expected to cooperate with authorized reviews, investigations, audits, or other activities related to reported non-compliance.

  • Communicating parking-related operational information when required to support University activities

Violations

Violations of University policy should be reported to the appropriate supervisor, unit manager, Human Resources representative, or the office responsible for the relevant policy or procedure. If these channels are insufficient or unavailable, individuals can submit an anonymous report through the Penn State University Hotline, accessible via the Reporting at Penn State website.

Sanctions

Improper registration information, failure to maintain current vehicle information, misuse of Parking Permits or Parking Authorizations, or other violations of permit requirements can result in Citation issuance, restriction or revocation of Parking Privileges, or other authorized enforcement actions as outlined in the Transportation Services Parking Regulations.

Audit Support and Coordination

Transportation Services and other responsible University units must maintain documentation and records necessary to support audits, reviews, investigations, compliance activities, and other authorized University business purposes.

Responsible offices must cooperate with Internal Audit, external auditors, and other authorized University offices when records or information related to parking operations are requested.

University Records Retention Disposition

Records created or maintained under this procedure must be retained in accordance with Policy AD35 University Archives and Records Management and the University's Records Retention Schedules.
