Notes:

  1. J-1 Scholars not sponsored by PSU must have authorization in writing by sponsoring entity for 1099 payments.
  2. F-1 not sponsored by PSU must have an EAD card to receive an honorarium.
  3. B2/WT can only be paid Expenses if satisfying eligibility criteria documented on section IV of NEI Form.
  4. B2/WT & B1/WB can only be paid Honoraria if satisfying eligibility criteria documented on section IV of NEI Form.
  5. 8233 Form is required only if the payee qualifies for Tax Treaty Tax Exemption Status.
  6. No 1099 Payments are allowed unless the payee has an Employment Authorization Document (EAD card).
